I am the lead champion for Scouting in Wales, working with the Chief Volunteer and Board to set the overall direction, supporting staff and volunteers, and making sure activities for young people are safe, inclusive and well run. I am also responsible for ensuring ScoutsCymru is a well-managed, sustainable charity, that we are using our resources wisely, meeting our legal and regulatory duties, and keeping high standards of governance. Our team turn strategy into practical support for local groups, and act as the main public face of ScoutsCymru with partners, funders, and the wider community.

I lead the small but mighty Business Development and Office Management team who support Scouting across Wales by helping tell the story and turn great ideas into opportunities. I also manage the day-to-day finances, engage with key stakeholders and keep everything running smoothly so our volunteers and young people have what they need to thrive. I am responsible for ensuring financial resources are used effectively and sustainably, including the development of a financial strategy, assessment of investments, and long-term planning. The role also oversees statutory and regulatory compliance, ensuring strong governance and robust financial management.

I lead the small but mighty Business Development and Office Management team who support Scouting across Wales by helping tell the story and turn great ideas into opportunities. I also manage the day-to-day finances, engage with key stakeholders and keep everything running smoothly so our volunteers and young people have what they need to thrive. Scott Quinnell
Vice President

Scott started playing rugby for Llanelli Juniors at 8 years old, he had his first game for the Llanelli Scarlets aged 18 in 1990. Scott went on to play 146 games for the Scarlets scoring 69 tries. Scott played for Wales 52 times and scored 12 tries. Scott also played for the Barbarians and went on two British Lion tours in 1997 and 2001.

Scott is a patron of the Princes Trust, Make a Wish foundation and The Welsh Dyslexic Association, Scott also speaks occasionally around the UK about Learning difficulties to adults and children, Scott has done this for 12 years he has even spoke in the Houses of Parliament on 3 occasions. Scott’s speech inspired teachers, pupils, adults and parents to realise that you can make a success in your life despite being dyslexic.

The Scouting Support Team (SSOs) works alongside volunteers across Wales to help you deliver safe, high-quality Scouting. We offer clear, practical support with programme, volunteer recruitment and retention, team development and understanding your role. We also deliver inductions for key line managers to ensure everyone feels confident from the start. Alongside this, we build partnerships that strengthen Scouting and help make it more welcoming and accessible. Working closely with the various Wales teams from program to youth, we provide joined-up guidance when you need it. If you’d like support, please get in touch.

My work includes shaping our messages, creating content, supporting campaigns and ensuring our brand and voice are consistent. I work closely with the team to gather insight and develop the tools volunteers need and strengthen how we share our impact. A key part of my role is helping position ScoutsCymru as a trusted, influential voice in youth policy, making sure the experiences of young people in Wales are heard and understood. I love a photo and get excited every time we’re tagged into a post on social! And I volunteer for Barry Dock RNLI so if you like orange boats and yellow wellies, follow us on socials!

I also support organisational compliance, working closely with RLVs and ALVs, and sit on the UKHQ Compliance Committee and the Disclosure Project Committee. A key part of my role is coordinating event logistics, from sourcing venues and managing bookings to ensuring everything runs seamlessly on the day. I also provide administrative support for international activities, Taith events and All Wales events. My focus is on ensuring the wheels stay on and our systems, processes and events work efficiently to help young people across Wales gain skills for life.
